Der CEM AT-9955 ist ein universales Messgerät mit sondern Funktionen für die Prüfung- und Reparaturarbeit an Fahrzeuge. Neben die Standarden Messfunktionen für Strom AC/DC, Spannung AC/DC, Widerstand, Frequenz, Temperatur, Kapazität, Kontinuität, Dioden-Prüfung und Tastverhältnis (Duty Cycle) kann er noch RPM (Drehzahl), Schließwinkel und Impulse messen. Das Messgerät misst die Pulsbreite in Millisekunden (ms) damit kann er On-Time von Einspritzdüsen, Leerlaufluftstellmotoren, elektronischen Getriebesteuerungen, usw. viel besser überprüfen. Zur Temperaturmessung steht ein Typ-K Kontaktfühler sowie auch ein Infrarot-Temperatursensor (Optik 8:1, -30°C bis 550°C) zur Verfügung.
